A cargo plane lands in an airport in the middle of the night. Inside the plane, a container heavily sealed with a diplomatic pouch mark stands in the center. Within the container, Park Jin-wook, a former Minister of National Security, is trapped inside after being kidnapped and taken from the United States in charge of his anti-government movement and of presently writing his memoirs exposing highly classified national security information. Lee Sang-kyu, the Minister of National Security, reports to the president that Park has been safely brought to Korea. Han orders Lee to win Park over within 48 hours. Meanwhile, a demonstration is being held in a southern port city and the demonstrators are shouting 'Overthrow the Dictator Government!'. The military is brought in with their tanks to put out the demonstration and a garrison decree is declared. The nation is in a state of panic. Lee Sang-kyu tries to convince Park, now locked under special security but Park refuses stating his intention to fully understand the corrupt history he has been part of for over 18 years.
